Chief of Staff Reports to the Executive Council, 1923-1930

 

This collection consists of reports created to apprise the Executive Council of Dáil Éireann of contemporary military matters in Ireland from 1923 to 1930. These reports included covering notes from the Chief of Staff of the time, including General Richard Mulcahy, General Eoin O'Duffy, Lieutenant General Peadar MacMahon, Lieutenant General Dan Hogan, Major General Sean MacEoin and Major General Joseph Sweeney.

 

While the 1923-1924 report is a looser file of letters, reports and statistical summaries, the reports are more formalised from then on. The 1924 report was created in the aftermath of the Army Mutiny and contains significant intelligence information such as a list of names and addresses of suspected agents of the Northern Irish Government.

 

From mid-1926 onwards, the role of internal intelligence was passed to an Garda Siochána, a situation which caused some disquiet on the military side at the time, so the reports change in content from then on.
These reports were circulated to all members of the Executive Council and, while there is some duplication in the collection, the identical reports have different administrative notes, documents and/or annotations from various Government Departments.
